Riverview Heights

Malone Given Parsons was retained by the BramWest Landowners Group to lead a multidisciplinary team of consultants through the preparation and approval of a Block Plan/Secondary Plan by City Council, the OMB and the Ministry of the Environment.

The Riverview Heights Community is comprised of 465 hectares planned for a mix of residential and employment uses. The process leading to approval of this community master plan included a Municipal Class Environmental Assessment (EA), undertaken privately by the landowner's group, to determine the location of the collector roads within the block concurrent with the planning approval process.

The site plan approval process also involved many complex issues, including outstanding OMB appeals to the existing and updated Official and Secondary Plans, complex environmental features, proximity to Maple Lodge Farms and multiple issues related to region-wide transportation. The approvals process required consultation with many of the City’s departments, as well as environmental agencies. The Review Heights Community recently received Stage 1 Block Plan approval from the OMB.

Ongoing responsibilities as a group manager include project management: administration of the cost-sharing agreement(s), liaison and coordination effort with Regional, Municipal and other approval agencies to secure the delivery of infrastructure works, review and approval of group expenditures, coordination and manage group finance with trustee and group accountant, and conduct discussions and negotiations with approval authorities with respect to matters related to the group.
