The St. Lawrence Parks Commission owns and manages some 2,800 hectares of land along the St. Lawrence River in eastern Ontario. Its assets include Upper Canada Village, recreational facilities, scenic parkways, natural spaces and campgrounds. The Commission retained MGP to provide an analysis of the future business directions the Commission might take, as shaped by opportunities to generate new revenue through its own business initiatives or through partnerships with the private sector. The study process included consideration of market opportunities and related

servicing requirements, analysis of environmental constraints, pro forma feasibility analysis, partnership opportunities, and the risks associated with investment or a failure to invest. It generated recommendations on a feasible and necessary set of capital investments. The completed study was relied upon in submissions to the Provincial Cabinet for increased funding which gained increased capital and operating grants to the Commission.
