MGP was retained by the Town of Cobourg to carry out an analysis of the supply and demand for employment land in the Town. The purpose of the study was to determine what impacts, if any, the conversion of a parcel of employment land to retail uses would have on the long-term Town’s economic development and employment growth objectives. The study took into consideration the employment land policy context, market information, employment forecasts, employee densities, land inventory data, and land demand forecasts.
